Summary of Experience:
Sen Kubly received his B.Sc. in biology from Minnesota State University. He also has a M. Div from the Luther Theological Seminary. Sen. Kubly has been a Lutheran Pastor for almost 30 years.

Sen. Kubly was first elected to the House of Representatives in 1996. He was re-elected in 1998 and 2000 and elected to the Senate in 2002. He is currently serving his first term in senate.

Sen. Kubly is one of the six House members who made the House-to-Senate transition following the Supreme Court’s reapportionment plan. In the past, Sen. Kubly has served on the Granite Falls hospital and nursing home board, the board for a senior high-rise, the Living at Home Block Nurse Program Board, the board for the Minnesota Agricultural Educators Leadership Council, and the American Legion.

Sen. Kubly’s legislative concerns have focused on issues relating to the many hog operations in his district. He carried legislation asking the Minnesota Pollution Control Agency to enforce air quality standards of feedlots. Although Sen. Kubly continues to monitor activities of large hog operations, he also wants to focus on the quality of rural schools to ensure they provide a solid foundation for students going on to college or directly into the work force and is concerned about rural health care and about providing more patient choices as well as rural economic development issues and jobs that pay enough for families to live on.

Presentation Areas:
Sen. Kubly’s presentation will focus on the current and potential economy for wind energy in Minnesota (Minnesota imports energy from Manitoba Hydro). His presentation will be within the Guidelines for the JNFAAT Review as included in the public notice regarding the Wuskwatim hearings made by the CEC in January 2004.
